On April 3, 2025, Van Lang University partnered with the Ministry of Education and Training (MOET) to host the "Training on Regulations and Procedures for Organizing the 2025 High School Graduation Exam Conference."
The conference was attended by Deputy Minister Pham Ngoc Thuong; leaders from MOET, the Ministry of Public Security, and the Government Cipher Committee; representatives from the Central Propaganda and Mass Mobilization Committees; and leaders and specialists from 63 Departments of Education and Training (DOETs) and provincial police departments.
At the conference, Director of the Department of Quality Management, Huynh Van Chuong, provided updates on preparations for the 2025 High School Graduation Exam. These included issued documents, key timelines, arrangements for candidates registering under both the 2006 General Education Program and the 2018 General Education Program, as well as processes for registration, exam room assignments, printing exam papers, and invigilation.
Compared to last year, the number of candidates increased from 1.06 million to over 1.1 million. From April 21-28, candidates will begin registering for the exam after a four-day trial registration period. Candidates will use their identification codes on VNEID to register online at their high schools without needing additional documents.
Director Huynh Van Chuong emphasized that DOETs and high schools must guide candidates in verifying and cross-checking their registration information. When registering, candidates must select their program — a critical detail used to arrange venues, assign rooms, and prepare exam papers. Additionally, since this year's exam involves two groups of candidates with different schedules and subjects, localities must avoid placing both groups at the same exam site.
Discussing inspection plans for the exam, Chief Inspector Nguyen Duc Cuong stated that inspections aim to promptly identify issues and ensure that the exam is conducted safely, seriously, objectively, in compliance with regulations.
MOET will take full responsibility for organizing inspections across all stages of the exam within its jurisdiction. Provincial People's Committees will oversee exams within their territories, conducting inspections across all stages as directed by the Prime Minister's guidelines and legal regulations to ensure safety while preventing errors or violations.
Deputy Minister Pham Ngoc Thuong emphasized that this year's high school graduation exam must be safe, serious, fair, efficient, compliant with regulations while reducing pressure and costs while maintaining reliability and quality.
He reiterated the principles of "4 Correct," "3 No" ("4 Correct" includes: Correct regulations and guidelines; correct processes; correct positions and responsibilities; correct timing to address unexpected situations promptly. "3 No" includes: No negligence or complacency; no excessive stress or pressure; no unauthorized handling of unusual situations) which were strictly implemented during the 2024 exam. He also introduced "2 Promote," which focuses on promoting responsibility and expertise among organizers and self-discipline among candidates.
Additionally, Deputy Minister Pham Ngoc Thuong commended key units involved in preparing for the 2025 High School Graduation Exam and expressed gratitude to Van Lang University for its professional support during event preparations.
