On June 30, 2023, Van Lang University coordinated with the Ministry of Education and Training, Agence Universitaire de la Francophonie (AUF), Hai Phong University of Medicine and Pharmacy, Hanoi Open University, and Thai Nguyen University to organize a workshop on "Research and Proposal for a Legal Framework and Developing an Open Educational Resource Platform to serve Vietnam's Higher Education Institutions." The event is an opportunity for units to summarize the project journey after 18 months of implementation.
The workshop had the participation of Dr. Dinh Ngoc Dinh, Senior Specialist of the Department of Science, Education and Commune Literature, Government Office. Representatives of the Ministry of Education and Training were attended by Assoc. Prof. Dr. Nguyen Thu Thuy - Director of the Department of Higher Education, Dr. Nguyen Thao Huong, Principal Specialist of the Department of Higher Education, Dr. Nguyen Duc Trung, Principal Specialist of the Department of Higher Education. Agence Universitaire de la Francophonie (AUF) - Project sponsor had the participation of Dr. Nguyen Tan Dai, Head of Ho Chi Minh City Francophone Education Technology Center, representative of AUF Asia Board of Directors, Ms. Huynh Nguyen Phuong Uyen, project specialist, AUF Office in HCMC; Ms. Nguyen Thi Huong, Project Specialist, AUF Office in HCMC also attended the event.
Van Lang University, the host unit of the event, has the participation of Assoc. Prof. Dr. Tran Thi My Dieu - President, Dr. Vo Van Tuan - Party Committee Secretary, Permanent Vice President, Assoc. Prof. Dr. Le Thi Kim Oanh - Member of the University Council, Head of the Faculty of Environment cum Head of the Department of International Cooperation & Scientific Research, and the representatives of Faculties/ Institutes/ Departments/ Comittees.

The conference also connected reputable domestic and foreign experts and more than 20 higher education units across the country to discuss contents related to building a legal framework for open learning resources in higher education in Vietnam.
In February 2022, Van Lang University chaired the implementation of the project "Research and Proposal for a Legal Framework and Developing Open Educational Resource Platform to serve Vietnam's Higher Education Institutions", with the companion of the Department of Higher Education (Ministry of Education and Training), Agence Universitaire de la Francophonie (AUF), Hai Phong University of Medicine and Pharmacy, Hanoi Open University and Thai Nguyen University.
After 18 months of implementation, the conference is both an opportunity for units to summarize the project's journey and a chance for experts to discuss the open educational resource model in Vietnam and around the world.
After the implementation period, with a sponsorship of 50,000 Euro from AUF, the Department of Higher Education - Ministry of Education and Training, Van Lang University and member units organized many practical activities, bringing in results as follows:
In particular, with the results of the project, the Ministry of Education and Training has submitted a Report to the Prime Minister No. 1420/TTr-BGDDT dated October 7, 2022 regarding “Approval of the project to build a model for open education resources in higher education" attached to the draft Decision approving the project of the Prime Minister.
Based on the results achieved by the project, Van Lang University proposed to develop a shared platform hosted by the Ministry of Education and Training so that educational institutions can share open educational resources, and at the same time build a mechanism for training institutions to share existing educational resources (becoming open educational resources), while harmoniously handling copyright issues with relevant parties. From there, the units will proceed to form a common practice/regulation that educational/research resources created from social/state resources meet the standards (after being accepted by the Appraisal Council) for sharing in order to become an open educational resource and to serve the community.
Speaking at the summary conference, Assoc. Prof. Dr. Nguyen Thu Thuy, Director General of the Department of Higher Education, shared: "As the unit accompanying Van Lang University and the units implementing this task, I am very happy to see the research and development of the policy of the Ministry of Education and Training of Vietnam has received attention not only from domestic higher education institutions but also received support from foreign organizations. I hope this cooperation model will be replicated and deployed in other projects and other tasks. With the active support of relevant parties, policy development will become closer and closer to the reality and desires of training institutions, moving towards integration with the world."
At the conference, experts also presented presentations on open educational resources, bringing valuable information to educational institutions.
In the paper "Legal framework for developing open educational resources for higher education in Vietnam in the context of digital transformation and towards the transition to open science", Mr. Le Trung Nghia - Deputy Director of the Research Institute, Training and Development of Open Education Resources outlines the role of open education resources and open science in the current period and introduces UNESCO's recommendations in developing this type of learning materials. According to him, building a legal framework for developing open educational resources and open science is important and urgent because most universities in Vietnam are lacking learning resources, so open educational resources are common for everyone. The university education system is still very weak, which means the system is mainly built and used in each university independently, lacking coordination and sharing, so it is ineffective.
The government needs to have an open licensing policy and build a legal framework for developing open educational resources that closely aligns with the 5 action areas in UNESCO's 2019 open educational resources recommendations: capacity building, policy development policies that support and encourage effective, inclusive and equitable access to quality open educational resources, foster the creation of sustainable models for open educational resources, and promote and strengthen international collaboration for open educational resources. He also specifically noted that there may be conflicts between open educational resources in current laws and legal documents, so it is necessary to amend and supplement accordingly and avoid going against irreversible trends of the world.
Assoc. Prof. Dr. Mokhtaer Ben Henda said that open educational resources were soon invested in by universities in France, but were still developing at an individual level. By 2003, the French Ministry of Education established the Digital University (UNT) - an association of eight higher education institutions without students or degrees. UNTs have coordinated as a network of universities under the name Université numérique to jointly develop open educational resources in a consistent manner. From there, he analyzed the advantages and disadvantages of this model and introduced new solutions for open educational resources that are being invested and deployed by the government.
Summarizing information from presentations and draft projects, Assoc. Prof. Dr. Tran Thi My Dieu - President of Van Lang University chaired the discussion with experts and guests participating in the conference. The discussion was lively with positive contributions and sharing for the development of open learning resources among universities.
The development of a legal framework and the development of an open educational resources platform will contribute to promoting the effectiveness of university administration through digital transformation, ensuring quality and copyright requirements. Hopefully, in the near future, when the project "Building an open educational resource model in higher education" is officially approved and implemented, it will meet the needs of lifelong learning, creating many community values to society.
