On the morning of July 4th, 2022, the short-term training course on "The Legal Rights of Persons with Disabilities in Vietnam" was officially inaugurated at the Auditorium of Building 1, Van Lang University, with the participation of 30 visually impaired students. This program marks the collaboration between the faculty and students of the Faculty of Law at Van Lang University and the Loving Bus Association - a branch engaged in the work of assisting impoverished patients in Ho Chi Minh City.
The course is designed to disseminate knowledge about the rights and responsibilities of persons with disabilities, affirming their role in society. It also aims to inspire positive attitudes, evoke community responsibility, and create motivation for learning, research, and teaching among students and lecturers at the Faculty of Law, Van Lang University. The course is offered free of charge to all participating students.
Prof. Dr. Bui Anh Thuy, Head of the Faculty of Law at Van Lang University, expressed appreciation for the efforts of the faculty and the contributions of the sponsors, especially the presence of the students. He hoped that the spirit and significance of the course, along with the necessary information about the Party's policies, legal regulations, and the state's commitment to the rights of persons with disabilities in Vietnam, would be spread not only within the course but also to the community through the collaboration of media organizations.
The first session of the course focused on two main topics: the basic legal privileges for persons with disabilities and social security laws and the rights of persons with disabilities. The atmosphere was lively and open, with stories and concerns shared by the students, guided by the main lecturer, Ms. Nguyen Thi Kim Quyen, M.A., Lawyer.
The students and lecturers engaged in active discussions revolving around the question, "How are persons with disabilities protected by the law?" The limitations they faced personally caused inconvenience and difficulties when participating in the labor market or dealing with administrative procedures. The topic of guardianship was also discussed, as many students felt they were being monitored and hindered from enjoying their rightful privileges. From the legal perspective of a lecturer and a lawyer, Ms. Nguyen Thi Kim Quyen listened attentively and provided advice on financial matters, labor contracts, household registration regulations, asset security, and more.
Throughout the duration of the class, Ms. Nguyen Thi Kim Quyen emphasized, "Depending on the level of disability, the State will have appropriate policies. Don't feel self-conscious because it unintentionally creates boundaries for yourself. You must have confidence in yourself, and society will embrace you."
Ms. Vo Thi Huong (32 years old), who attended the course with her husband, expressed her emotions, saying, "I feel very happy to experience Van Lang University for the first time. Today, the lecturers enhanced our knowledge of legal provisions and the rights of persons with disabilities, which we can apply in our daily lives. If possible, I look forward to eagerly participating in upcoming classes. I also hope there will be more courses for people with disabilities, including the visually impaired, to deepen their knowledge."
The short-term course on "The Law on the Rights of Persons with Disabilities in Vietnam" took place on July 4 and 6, 2022. The next session, focusing on the welfare of persons with disabilities in Vietnam, will be held on the morning of July 6, 2022, at Van Lang University's Campus 1.
